VIRGINIA BEACH, Va. (WAVY) — The Virginia Beach City Council voted 9-1 Tuesday night to approve the terms of the more than $300 million project proposed for the old Virginia Beach Dome site, moving the project another step forward. 

Councilwoman Jessica Abbott was the only council member to vote against the terms for the $328 million “Dome Project,” also known as “The Wave,” which is backed by Virginia Beach native Pharrell Williams.

Councilman John Moss was absent Tuesday night. 

The city’s share of the project is roughly $96 million, and is slated to be used to construct parking garages, the entertainment venue and common spaces for the project. 

Abbott said she wants the project to succeed, and she says she could vote “yes” if certain money is earmarked for flooding. Moss has voiced his opposition to the project for that reason as well.

In an interview with 10 On Your Side last week, Mayor Bobby Dyer said the term sheet is “non-binding” and a development agreement between developer Venture Realty and the city — the next step in the process — would have to be made before any kind of construction could be greenlighted. 

City officials agreed to the terms back on Dec. 31, but the council still needed to give its okay to the agreement, which acts as a sort of road map for the entire project.
