Community Connection: Red and White Cotillion Debutante Program

PORTSMOUTH, Va. (WAVY) — The Hampton Delta Foundation’s signature event is the Red and White Cotillion Debutante Program. The program introduces more than 200 young women to society and awards them thousands of dollars in scholarships.
