CHESAPEAKE, Va. (WAVY) — One man is dead after a vehicle was found completely submerged in water in Chesapeake on Sunday.
On Monday, Chesapeake Police identified the man who died as 37-year-old Richard W. Carroll Jr.
The call came in around 3:30 a.m. Chesapeake Police officers responded to a pond in the 200 block of Red Cedar Court in reference to a call that there was a vehicle in the pond.
The vehicle was completely submerged when officers arrived. The dive team responded, and the vehicle was pulled out of the water. A man was found inside and pronounced dead at the scene.
Jerramiah Chabitch, a neighbor, remembered seeing the emergency response.
“They had this whole parking lot taped off with caution tape,” Chabitch said. “And it was probably like four or five police cars out here. And I saw a firetruck over there. I saw a Chevy SUV that was halfway out on the grass, halfway in the parking lot.”
He also watched the recovery process.
“They ended up pulling a body out of the back seat and putting it in the car and taking them away,” Chabitch said.
The incident is still under investigation.
