NORFOLK, Va. (WAVY) – Former Norfolk Sheriff Robert McCabe was indicted in federal court Thursday, October 24 on public corruption charges.
The indictment alleges that McCabe, 61, who now lives in Florida, defrauded citizens of Norfolk through a bribery scheme.
James Broccoletti, McCabe’s attorney, confirmed he will have his initial court appearance Wednesday, Oct. 30 at 2:30 p.m.
Also listed on the indictment is Gerard Boyle, who was the CEO of Correct Care Solutions, which contracted with the Sheriff’s Office to provide medical services to Norfolk inmates.
The indictment claims the pair was engaged in a quid pro quo relationship, where Boyle gave McCabe cash, gifts and campaign contributions in exchange for official actions that benefited Boyle’s company.
The indictment also alleges McCabe engaged in a similar quid quo pro relationship with an unnamed conspirator. The conspirator was the chief executive officer of a Louisiana-based company that provided food services management for the Norfolk City Jail.
“It’s disappointment that we have to go through this charge as a city,” Andy Protogyrou said.
Protogyrou, an attorney and former Norfolk city council member, worked with McCabe during his time as Sheriff.
“I’ve known him for years. We’ve been on the same side most of our lives and most of we’ve known each other. We ran against each other (for mayor) and this is very sad that you know, it’s this,” Protogyrou said.
McCabe is charged with eleven counts, including conspiracy to commit honest services mail fraud, honest services mail fraud, conspiracy to obtain property under color of official right, obtaining property under color of official right, and conspiracy to commit money laundering.
If convicted, he faces a maximum of 20 years in prison for each count.

Brocceletti said he wasn’t aware the indictments were coming down however it’s likely McCabe will be back in Norfolk sometime next week.
In a statement, the Norfolk Sheriff’s Office said “the Norfolk Sheriff’s Office is a values-driven organization committed to public safety, public service, and public trust. The Sheriff’s Office offered the FBI full cooperation during its investigation. Out of respect for the on-going judicial process, we have no further comment at this time.”
