Norfolk police said in a news release officers were dispatched to the 9500 block of 19th Bay Street just before 4 p.m.

Police said 40-year-old William Eric Brant was found on scene with life-threatening gunshot wound.

Chopper 10 flew over the scene Thursday, showing much of the area blocked off by police.

Medics transported Brant to Sentara Norfolk General Hospital where he later died. Investigators quickly identified a suspect in the shooting, Diandre W. Moss, of Chesapeake, police said.

Polcie arrested Moss Thursday night in Williamsburg and charged him with second-degree murder and use of a firearm in the commission of a felony.

Moss is being held at the Norfolk City Jail without bond. He was arraigned in a hearing on Monday.

A preliminary hearing has been scheduled for Sept. 23.
