NORFOLK, Va. (WAVY) — Police have arrested and charged two people in connection to a shooting that left a man injured.

On Saturday, Feb. 17 around 8:15 p.m. officers were called to 6101 N. Military Highway for the report of a gunshot victim. Upon arrival, they found a 19-year-old man suffering from life-threatening gunshot wounds.

The man was taken to Sentara Norfolk General Hospital to be treated for injuries and is expected to recover.

Not long after, officers were called to Sentara Leigh Hospital for the report of a walk-in gunshot victim. Once there, they found an 18-year-old man suffering from a non life-threatening gunshot wound. 

Neighbor Robin Cannon took 10 On Your Side back to the moment she heard the gunshots.

“I was watching television and I heard what sounded like maybe five or six shots,” Cannon said. “And it sounded very close. And the Dollar Tree is right behind my house on the avenue.”

She said although the sound was terrifying, it calmed her nerves to hear the quick emergency response.

“It’s very scary because, you know, it’s different than anything else,” Cannon said. “It’s not firecrackers. It’s not a backfire because it’s five or six of them, you know? So, you know, it’s not a backfire, but it’s scary. But it was so nice to hear the sirens so quickly.“

An investigation revealed the two incidents to be related and led detectives to charge Kevon D. Cooper, 18, of Norfolk, with malicious wounding and use of a firearm.

Cooper is currently being held in the Norfolk City Jail without bond.

Police also charged a 16-year-old boy in connection with the shooting. He is being held at the Norfolk Detention Center.

Cannon said how sad it was to learn the accused offenders are so young.

“And I think I know it’s wrong to blame games, but there’s violent games that they play and then they get to walk away from it after they’ve lost the game and been killed, you know,” Cannon said. “So they don’t really understand. I really don’t think that they realize that they’re taking somebody’s life.”

At this time, detectives have not released a motive.
