NORFOLK, Va. (WAVY) – The Norfolk Redevelopment and Housing Authority (NRHA) was awarded a $2.5 million grant from the U.S. Department of Housing and Urban Development (HUD) to go towards the Choice Neighborhoods Initiative (CNI).

According to a news release from the NRHA, the funding will be used to help complete the last phase of the St. Paul’s Area and Tidewater Gardens CNI initiative, ultimately adding 191 additional units to the community.

The redevelopment of the Tidewater Gardens area, which is scheduled to be completed between 2026-2027, in addition to the $2.5 million grant, has also received a $30 million HUD CNI grant in 2019 and an investment of over $150 million in local and private funding.

The release also states that one-third of the 383 new units will be available for rent-subsidized housing, one-third for affordable housing and the remaining one-third going towards market-rate housing.

“The transformed St. Paul’s Area/Tidewater Gardens community is a true expression of diversity and inclusion,” NRHA Executive Director Nathan Simms said. “Mixed-income families are on every block, in every building and on every floor. This is a community that welcomes people who share the same values of living in a safe, affordable neighborhood with access to amenities that enhance their quality of life. It serves as an inspiration and a beacon of what’s possible in Norfolk.”

So far, two developments have been completed, including the Reunion Senior Living at Kindred, which offers 72 apartment homes for seniors and the Origin Circle at Kindred, which is a family development that offers 120 apartments.

Unity at Kindred is set to undergo a second phase of development, which is expected to be complete by fall of 2025.
