NORFOLK, Va. (WAVY) — An armed robbery investigation is underway at Old Dominion University (ODU).
Around 2:38 a.m. on Sept. 3, ODU police responded to the 4700 block of Elkhorn Avenue for a report of an armed robbery.
According to the alert sent to the campus community, three individuals displayed handguns, approached the victims and demanded personal belongings.
Police confirmed this happened at the Scotland House, a dormitory in the center of campus.
ODU police officers saw a vehicle speed away from the scene while they were responding to the incident.
Officers were able to intercept the vehicle and take the driver, Sekai Hughley, into custody. However, the two passengers took off on foot.
Hughley has been charged with carry loaded firearm into certain localities; extended magazine; robbery; using of firearm; firearm; brandishing firearm; use of a firearm in the commission of a felony.
Shortly afterwards, one of the suspects, 20-year-old Quincy Banks, was taken into custody. He faces four counts of armed robbery and four counts of use of a firearm in the commission of a felony.
ODU police have identified the third suspect as Isiah Harrison, 20. Police say he remains at large and has no known address.
Harrison has been charged with the following:
- Armed robbery (4 counts)
- Conspiracy to commit robbery (4 counts)
- Use of a firearm in the commission of a felony (4 counts)
- Possession of a firearm by a convicted felon (1 count)
- Brandishing a firearm (4 counts)
- Possession of an extended firearm magazine (1 count)

No injuries were reported.
ODU police suggests members of the campus community follow these safety tips:
- Be aware of your surroundings, avoid walking alone, and please contact ODUPD immediately at 757-683-4000 (911 from campus phones) or via the LiveSafe app, to report any crime or suspicious activity.
- Trust your instincts – if you sense trouble, move to a safe location as soon as possible.
- Remain alert and be aware of your location, surroundings, and individuals near you, – walk with your head up and avoid distractions like cell phones or carrying too many items. Never prop open exterior doors or let in unauthorized individuals.
- Your personal safety is more important than money or merchandise; if confronted, try to stay calm and follow the robber’s directions.
- Make slow, deliberate movements, and explain them as you do.
- Do not offer more than what they ask for.
- Be the best witness you can be. Make mental notes of sex, race, age, height, weight, hair and eye color, build, and clothing. Note anything unusual about the suspect, such as scars, tattoos, strange mannerisms, or speech patterns.
- Give the robber time to leave, when safe to do so, call police IMMEDIATELY.
- Record and keep record of serial numbers and make/model of all electronic devices to assist in recovery of stolen items.
