VIRGINIA BEACH, Va. (WAVY) – Virginia Beach Sheriff Rocky Holcomb announced on Friday that he has revived a long-dormant position in the hopes of improving jail oversight.
According to a release, Capt. Joseph Bartolomeo, who currently oversees the Virginia Beach Sheriff’s Office’s (VBSO) Professional Standards Office, will be assume the role of Major by Dec. 2. The position has been dormant since 2004.
As Major, Bartolomeo’s oversight will include all inmate-related services in Correctional Operations, the Criminal Intelligence Unit, classification and the K9 Unit. The role aims to provide additional oversight and transparency for inmate-services within the VBSO.
“Over the past several months with the help of my Executive Leadership Team, we decided that the rank of Major is needed to bring more oversight and direction to day-to-day Correctional Center operations and all inmate services,” Holcomb said. “I know Capt. Bartolomeo will provide that structure and leadership to the VBSO Captains, Lieutenants, Sergeants and Deputies. He also will be transparent in his duties and Correctional Operations oversight and will serve in advancing our mission and values of T.R.U.S.T (transparency, respect, unity, service and training). I also continue to ensure that the safety and security of inmates and those who oversee them remain top priorities.”
Bartolomeo, who has worked with the VBSO for over 20 years, has served in several leadership positions, including Correctional Operations, Correctional Support and the Criminal Intelligence Unit. He graduated from the Virginia Military Institute with a bachelor’s in economics and is a graduate of the FBI National Academy.
