ELIZABETH CITY, N.C. (WAVY) — Elizabeth City is saying goodbye to its current police chief, J. Phillip Webster, and welcoming James E. Avens Jr. as Interim Chief of Police, a release states.
Avens is a native of Halifax County, N.C., and has been in law enforcement since 2001. He has served in several leadership positions across multiple police departments. He has served with the Halifax County Sheriff’s Office, Northampton County Sheriff’s Office, Weldon Police Department and now the Elizabeth City Police Department.
He has assisted with special projects, budget preparation, grant acquisition, etc.
