NORFOLK, Va. (WAVY) — The Virginia Department of Transportation (VDOT) has announced a long-term full on-ramp closure from Tidewater Drive south to I-64 east.

Beginning as early as Thursday, May 2 at 8 p.m., work will get underway on the first phase of the Hampton Roads Express Lanes (HREL) Norfolk Segment.

According to VDOT, the closure is estimated to remain in place until early 2026. During the closure, a new left turn will be in place at Thole Street to access I-64 east. Signed detours will be place to direct motorists.

Previously implemented traffic impacts for this project remain in place, including:  

  • Traffic shifted toward the inside median on I-64 east and west between Tidewater Drive and Little Creek Road (exit 276), estimated to be in place until approximately mid-2025  
  • A continuous, single-lane closure on the I-64 west on-ramp to I-564 west, estimated to be in place through early 2025  
  • A shortened merge area at the northbound Tidewater Drive on-ramp to I-64 west, estimated to be in place through mid-2025
