Virginia Beach, the only local city that does not charge for ambulance rides, is one step closer to changing that policy. City Council on Tuesday passed a resolution allowing officials to begin preparations for a billing system known as "Compassionate Billing."

The city of Virginia Beach has put $4 million into the design phase of a park at Rudee Inlet, and, since last fall, they have had a team of several firms working to turn the eight-acre site into a a world-class destination and iconic park that's designed for the community.
