Newport News Education Foundation receives surprise grant.

It happened on 24th St. near the Virginia Beach Oceanfront, but any street in the Hampton Roads area could have been the target.

Virginia Beach, the only local city that does not charge for ambulance rides, is one step closer to changing that policy. City Council on Tuesday passed a resolution allowing officials to begin preparations for a billing system known as "Compassionate Billing."

The city of Virginia Beach has put $4 million into the design phase of a park at Rudee Inlet, and, since last fall, they have had a team of several firms working to turn the eight-acre site into a a world-class destination and iconic park that's designed for the community.
