Christopher Rapp, 54, was employed as the Stormwater Management Regulatory Engineer for the City of Virginia Beach for 11 months. He was a resident of Powhatan, Va.
Rapp graduated from Green Run High School in Virginia Beach. He earned bachelor’s degrees from the University of Illinois Urbana-Champaign and Old Dominion University. He earned a Masters in Civil and Environmental Engineering from Virginia Polytechnic Institute and State University.
Rapp began his engineering career in Ashland at McKinney & Co. He worked at the Department of Public Utilities in Henrico County, and for public works departments in Caroline County, Stafford County and Powhatan.
Rapp loved music, and was a member of the Greater Richmond Pipes and Drums and St. Andrew’s Pipes and Drums. He was also a new bagpiper for the Tidewater Pipes and Drums.
Rapp joined the Tidewater Pipes and Drums in the fall of 2018. He played with the band at the Central Virginia Celtic Festival and the Highland Games in October, and marched with the band on St. Patrick’s Day, according to a message Jim Roberts, band manager for the Tidewater Pipes and Drums.
Roberts described Rapp as “reserved but very friendly.” He said that although Rapp had only been in the Tidewater Pipes and Drums for a short time, he bonded quickly with band members over their shared love of music.
“More importantly, he showed up and worked hard,” Roberts added.
Rapp was the vice president of the St. Andrew’s Society and the Filipino-American Association in Richmond, and was a member of the Kultura Pilipino group. He enjoyed dancing, biking, and hiking.
A service for Rapp will be held at 3 p.m. on June 9 at Emmanuel Episcopal Church, located at 5181 Singleton Way in Virginia Beach.
