WASHINGTON (NEXSTAR) – A report by the Senate committee investigating the July assassination attempt on former president Donald Trump found multiple key failures that led up to the shooting.

Investigators describe tech issues, communications failures and poor planning in the days and minutes before the attempt on Trump’s life. The FBI said Thomas Matthew Crooks, from a roof, shot at former President Trump while he spoke at a rally in Butler, Pa., wounding part of his ear.

The investigation report said a U.S. Secret Service sniper saw local law enforcement run toward the building Crooks used, with guns drawn, but “did not alert former President Trump’s protective detail to remove him from the stage.”

The report said the roof Crooks used wasn’t within the secure perimeter, even though it had a clear line of sight of the podium where Trump spoke. Investigators found agents didn’t know “who was responsible for determining the security perimeter.”

“Central command – who was in charge? In Pennsylvania, it was nobody,” said Sen. Richard Blumenthal (D-Conn.), one of the senators in charge of the investigation.

Crooks flew a drone over the rally site, hours before former President Trump arrived. The Secret Service had counter drone technology, but the investigation report found the agent in charge of that technology was on the phone with tech support, trying to get it to work. It wasn’t operational until about 30 minutes after Crooks finished flying, the report said.

Two minutes before the shooting, local police saw Crooks on the roof with a gun. Deputies told local law enforcement over the radio, but Secret Service agents didn’t have local police radio, meaning the message didn’t get to the Secret Service, the report said.

“It sounded more like the Keystone cops than the Secret Service,” said Sen. Marsha Blackburn (R-Tenn.). “There is a lack of preparation. There was no preplanning.”

Senate investigators recommend the Secret Service create clear planning roles and responsibilities and overhaul communications procedures.
