‘One kid running and one laying in the street.’ Norfolk woman witnesses triple shooting on Rugby St.

NORFOLK, Va. (WAVY) – Norfolk police are investigating a shooting on Rugby Street that left three men with severe injuries on July 2. A neighbor spoke with 10 On Your Side about what she witnessed that day.

Police said two men drove themselves to the hospital with gunshot wounds. Another man was found on Rugby Street and was rushed to the hospital with life-threatening injuries by first responders.


“Most of his bleeding was coming from, facial area,” said a neighbor.

She did not want to be identified, but said she ran to help the 20-year-old man who was left on the street.

“I thought that would be, like, the saddest thing to be laying there,” she said. “If he was still conscious, knowing whoever he was with, left him. And then there’s nobody. Nobody cared to come and stay with him. So I went and stayed with him and tried to talk to him.”

The neighbor said around 6:15 p.m., she heard sounds that she assumed were fireworks ahead of the Fourth of July holiday. When she looked outside, she saw a man on the ground.

“I went and stayed with him and tried to talk to him,” she said. She told the man, “we’re calling 911. You’re going to be OK. You know, keep breathing.”

She said it took first responders about 10 minutes to get to the scene.

The woman also checked her home surveillance camera, which captured video of the shooting and the moments leading up to the incident. The woman did not want 10 On Your Side to air the video for safety concerns, but she allowed a reporter to see it.

“You can see two guys come from down this street, Cottage Avenue,” she said.

The men walked toward a white car, with two men inside.

“The car blew the horn for them. They proceeded to approach the car,” she said.

In the video, you can see one of the men walk up to the front passenger side’s window.

“He leaned in the car as if he knew them,” she said. “Next thing we hear are gunshots, and the car taking off. One kid running and one laying in the street.”

In the video, 10 On Your Side counted at least 10 gunshots. The neighbor said she submitted the video to police for evidence.

“I don’t think any of that was worth it for any of them. They all got hurt,” she said.
